There are other opportunities as well, such as being “detailed” into a position, which is what I did.  I began my postal career in a large processing plant in Kansas City KS working as a PTF Distribution Clerk.  I was able to transfer to an associate office closer to home and was fortunate to have a Postmaster that encouraged me to learn more and allowed me to accept a detail in Personnel for 6 months.  Shortly after starting my detail a vacancy became available in Personnel for a Human Resources Specialist; I applied and was accepted for the position.  I loved working in Personnel and learned so much.  This position was supposed to be a temporary position; not-to exceed 2 years.  I was fortunate to be able to keep it for 5 years.

Most employees at the postal service begin their careers working as an hourly employee and most are able to move up the ladder.  The opportunities are there!  I had many co-workers that began when I did and are now supervisors and managers.  If you get a job with the postal service, ask your supervisor, Postmaster or Manager about detail opportunities or apply for one of the programs listed below.  Live your dream!

National Center for Employee Development

The National Center for Employee Development (NCED) is the U.S. Postal Service’s national center for employee training. NCED oversees and conducts hands-on training for postal employees who manage and maintain major high-technology postal systems, vehicles, and mail processing equipment. Training offered at NCED supports postal automation efforts and national job skills training. NCED is a nationally recognized leader in the use of distance learning technology. NCED expands its reach from the resident classrooms by using national networks for live satellite broadcasts, audio teletraining, and computer driven audiographics courses, plus computer, video, and internet technology to deliver critical job skill training to postal employees.

Associate Supervisor Program

The Associate Supervisor Program (ASP) is designed to attract,  select, and train the best possible candidates for first-line supervisory positions. ASP will develop technical, operational, administrative, and leadership skills through its comprehensive classroom training and on-the-job assignments. Applicants who meet the requirements will learn the critical knowledge and skills necessary to become highly effective leaders of the U.S. Postal Service. ASP is a 16-week training program, combining classroom training and on-the-job assignments, to provide a practical hands-on experience. Coaching is an important aspect of the program. ASP trainees are assigned a coach who provides leadership and guidance throughout the program. If you like working with people, want to make a difference, and be associated with a winning team, then the supervisor position is the right job for you.

Managerial Leadership Program

The Managerial Leadership Program is a two week program based on the Managerial Competency Model. The curriculum spans a three month period: Week One is centered on the interpersonal and developmental aspects of leadership and includes an introduction to Lean Six Sigma, coaching, giving and receiving feedback, and effective messaging. Week Two contains interactive activities related to managing difficult business conversations, team development, and power & influence. MLP targets both Headquarters and Field employees, EAS Level 19 and above. MLP participants are high-potential managers who have demonstrated the ability to move into higher level EAS leadership roles; are not in Corporate Succession Planning (CSP); and have not attended the Advanced Leadership Program (ALP).

Advanced Leadership Program

The Advanced Leadership Program is a three week program based on the Executive Competency Model. The curriculum spans a 6-9 month period: Week 1: Business Foundations covers the essential information necessary to be an effective leader. Some of the topics include finance, strategy and transition, and project management; Week 2: Personal Development includes rich assessments and a one on one coaching session; and Week 3: Business Leadership and the Business Case presentation. Participants address an issue facing the Postal Service and present their findings and recommendations to an executive panel. The ALP participant must be a non-executive who has been identified as a potential successor in Corporate Succession Planning (CSP) and has not previously attended the program. These individuals must be nominated by a sponsoring Executive and approved by their Vice President.ir career.

A Career development Plan or Individual Development Plan (IDP) is an essential first step for those who desire promotions and career advancement. It doesn’t have to be a formal plan however you must at the minimum set short and long term goals to achieve your objective (a targeted position, upgrade, or transfer to another specialty). Discuss your career development options with your supervisor and consider lateral assignments, details, and the various training programs available to postal service employees at your location.

Custodian Jobs With the USPS

Labor Custodians play a major role in the United States Postal Service. They are responsible for the daily manual labor in connection with maintenance and cleaning of the buildings and grounds of a postal facility. The job is physically demanding, requiring both indoor and outdoor responsibilities. They are responsible for such duties as clearing sidewalks and driveways of snow and ice to mopping floors and dusting furniture and fixtures. Applicants must be able to perform the duties of the position with or without accommodation. Labor Custodians are used in the processing and distribution plants as well as some of the larger post offices.

Hundreds of Custodians are employed by the USPS. The starting pay is $13.25 an hour and they are paid under the APWU pay schedule. The Mid-America district office in Kansas City, MO, is located in their Western Region and they employ 197 career custodians to service facilities in their area. The Mid-America district office is one of 67 nationwide.

DUTIES AND RESPONSIBILITIES

  • Makes or assists in making minor maintenance repairs to building and equipment.
  • In smaller buildings assist the fireman-laborer in firing the boiler; in firemen-laborer’s absence fires and clean the boiler.
  • Operates a variety of power driven equipment such as floor scrubbers, floor sanders, waxers, and wall washers; adjusts brushes, buffers, and other attachments on machines; uses wax, polish, and other protective agents appropriate for the various; surfaces; washes walls and ceilings from scaffolding.
  • Performs general laboring duties such as uncrating and assembling furniture and fixtures using bolts and screws for assembly, loading and unloading supplies and equipment.
  • Performs janitorial duties such as cleaning, scrubbing, waxing, and polishing floors; washes walls and ceiling; dusts furniture and fixtures; cleans hardware and toilet fixtures; washes windows; cares for lawns and shrubs; cleans sidewalks and driveways and removes ashes, snow and ice.
  • In addition, may: operate elevator, stack supplies in storage rooms and on shelves; move furniture and equipment.

Applicants must successfully complete Postal Service Test 916. This custodial exam is made up of 60 multiple-choice questions. There are four parts:

  • Vocabulary
  • Safely basics
  • General Cleaning
  • Following Instructions

Most new employees are hired in as PTF (Part-time Flexible) employees. As a PTF, you are paid an hourly rate and work a flexible schedule as required by the workflow needed to maintain the postal fleet. Automotive technicians and mechanics work in a vehicle maintenance facility noted for a clean and safe environment, state-of-the-art diagnostic equipment, tools and shop equipment and environmentally friendly materials. The postal service has over 320 vehicle maintenance facilities and auxiliary garages that are located in all major metropolitan areas across the country.

Vehicle maintenance positions include the following:

LEAD AUTOMOTIVE TECHNICAN: Serves as a working group leader at a maintenance facility or an auxiliary garage without direct supervision. Personally performs the most complex automotive maintenance and repairs on all types of vehicles.

AUTOMOTIVE MECHANIC: Troubleshoots, diagnoses and performs routine repairs and scheduled maintenance on all types of vehicles.

AUTOMOTIVE TECHNICIAN: They are responsible for maintaining and repairing all types of motor vehicles used in the postal fleet, troubleshoot and diagnose more complex vehicle malfunctions using a variety of computerized test equipment; may provide assistance to lower level employees.

The salary range for Automotive Technician is $41,185 to $59,245 annually. This job requires applicants to take and pass the Automotive Mechanic and Technician 943 Exam.

Automotive Technician Job Duties and Responsibilities

1. Diagnoses operating difficulties on a variety of vehicles and performs operational checks on engines; its major supporting systems, parts, components, assemblies; including emissions systems, electrical, computer and electronic controlled components.
2. Performs various computerized and electronic diagnostic tests using specialized equipment; interprets trouble codes and other information from electronic scanners and test analyzers; uses reference materials such as service manuals and wiring
schematics to determine operational difficulties, drivability problems and evaluates performance efficiency.
3. Conducts visual and auditory vehicle inspections, road calls and road tests before and after maintenance and repairs; annotates vehicle problems on work orders.

Electronic Technician Jobs With the U.S. Postal Service

There are over 2000 occupational codes in the Postal Service’s Position Directory. A number of these positions are in the maintenance field. I use to think of “maintenance” as just being the “cleaning crew”. But it is so much more than that. The USPS has area maintenance technicians, building equipment mechanics, thousands of custodians, electronics technicians, auto mechanics and technicians, and general maintenance mechanics just to name a few of the available maintenance positions.

Fortunately there are promotion opportunities in these departments. A person that works as an automotive mechanic for example could move up to a technician position. They could also be promoted to lead technician or a supervisory position if available and if they meet the qualifications for the promotion.

There are many opportunities for electronic technicians due to the considerable amount of electronic equipment that has to be in full working order 24 hours a day, 7 days a week.

In 1982, the Postal Service deployed its first flat sorting machine (FSM), the FSM 775. Previously, all flats had been processed manually. With four operators keying in part of the ZIP Code, the FSM 775 could sort about 6,200 flats per hour into 100 bins. The FSM 881, introduced ten years later in 1992, could sort about 10,000 flats per hour with four operators. These were the machines that I worked on at the Kansas City KS General Mail Facility, when I was a PTF clerk. The ET’s had to be available to keep these machines operational so the mail could keep moving and be ready for dispatch at 4:30 am. You can see why ET’s are so valuable to the postal service; the mail could come to a complete halt if the machines like the FSM and Delivery Bar Code Sorters were unable to operate.

I’ll cover a number of the maintenance positions in my column starting with electronic technician. The salary range for an Electronic Technician – PS 10 is $56,150 to $67,156.

Duties and Responsibilities:

Carry out all phases of maintenance, troubleshooting and testing of electronic circuitry used in equipment and systems requiring knowledge of solid-state electronics. Instructs and provides technical support on complex systems and on combinational (hardware/software) or intermittent problems.

  • Performs the testing, diagnosis, maintenance and revision work requiring knowledge of solid-state electronics.
  • Observes the various equipment and systems in operation and applies appropriate testing and diagnostic methods and procedures to ensure proper operation.
  • Locates source of equipment and system failures, rectifies trouble in involved cases or provides instructions to be used by maintenance employees performing repair work.
  • Makes or participates with contractor representative or electronic technician in installing or altering equipment and systems as required.
  • Makes reports of equipment and system failures, which require corrective action by contractor and follows up to see that appropriate action, is taken.
  • Makes preventive maintenance inspections to discover incipient malfunctions and to review the standards of maintenance.
  • Recommends changes in preventive maintenance procedures and practices as found to be necessary.
  • Programs scheme and/or scheme changes into memory units as requested by management.
  • Furnishes pertinent data to superiors and contract employees on operation and testing problems.
  • Participates in training programs: classroom, on-the-job, and correspondence, at postal facilities, trade schools and manufacturer’s plants as required. May assist in developing and implementing training programs. Instructs equal or lower level employees as required.
  • Observes established safety regulations pertaining to the type of work involved.
  • May drive vehicle or utilize other available mode of transportation to work site when necessary.
  • Provides technical support to other electronic technicians to resolve complex, combinational (hardware/software) and/or intermittent failures.
  • Performs such duties as may be assigned

Christmas Casual Post Office Jobs – It’s beginning to look a lot like Christmas……….

It’s beginning to look a lot like Christmas at the post office! It’s that time of year again. Time to start thinking of hiring temporary employees to help with the Christmas rush. The United States Postal Service will hire temporary clerks and mail handlers for a 21-day period to get them through the holiday season. These positions pay on average $11.00 per hour, no benefits; but can lead to a 360-day appointment.

Most of the employees that are hired for these positions will work in the Processing & Distribution Centers and Bulk Mail Centers, sorting the many, many packages that come in. The majority of the employees will work from the first week of December to around December 26. All three tours (shifts) will be available with most of the employees working Tour 1 (11:00 pm to 7:30 am). The majority of the mail comes in during the evening, so by working Tour 1, the mail can be sorted and distributed then delivered to the post offices around the country that same morning.

The job of a casual clerk and mail handler in the processing and distribution centers can be physically demanding. They will load and unload postal trucks and move mail around a mail-processing center with forklifts, small electric tractors and hand-pushed carts. These workers are usually on their feet, reaching for sacks and trays of mail or placing packages and bundles of mail into sacks and trays. The clerk and mail handler positions can be a very tedious, tiring and stressful job. The mail sacks can be very heavy, so you must be able to lift 70 pounds. You will have time restraints in getting the job done and you will be working in a fast pace environment.

DUTIES AND RESPONSIBILITIES

  1. Makes one or more sortations of outgoing and/or incoming mail using the appropriate sort program or manual distribution scheme.
  2. On a rotation basis, performs all of the following duties: loads mail onto automated equipment, culling out non-processable items; enters sort plan and starts equipment; monitors flow of mail to ensure continuous feed; sweeps separated mail from bins/stackers; and stops equipment when distribution run or operations is completed. Runs machine reports, clear jam and contacts maintenance for assistance when required.
  3. Prepares work area, ensuring all necessary support equipment and materials, including labels, trays, and other containers are in place.
  4. Removes sorted mail from bins or separations and places into appropriate trays or containers for further processing or dispatch based on knowledge of operating plans and dispatch schedules, or at the instruction of supervisors or expediters; may riffle or verify mail to ensure sortation accuracy as needed.
  5. Follows established safe work methods, procedures and safety precautions while performing all duties.

Working for the United States Postal Service – A Personal Perspective

I was so excited when I got the call to come to work for the United States Postal Service! I had recently been laid off from another job and this couldn’t have come at a better time. I had always heard that the USPS was a good place to work and I found out it was. The benefits were excellent; 5 weeks of vacation (when I retired), 10 paid holidays, 13 paid sick days, health benefits and good wages!

I began my postal career June 1, 1991 at the General Mail Facility (GMF) in Kansas City KS working as a Distribution Clerk. My duties included; sorting parcels, letters and flats, working in the registry cage, running the Flat machine and Bar Code Sorter.

One of my favorite things to do was work on the flat machine. This was a machine that sorted the flats (magazines and newspapers) by zip code. I would sit at a conveyer and the flats would come in front of me and I would have to key the last three digits of the zip code, then the machine would take the flat and dump it in a tub to be delivered to that particular post office. I liked to challenge myself on how fast I could key them in. I was scheduled on Tour 1, which is 10:30 pm to 7 am and I was surprised when I found out I would be working nights. I guess I never gave it a thought as to how the mail got to the post office for the carriers to deliver. I have to admit, it was an adjustment to work those hours and as soon as I could, I put in for a transfer to the Pleasant Hill MO Post Office.

I was able to transfer in August of 1993 and began working the window and sorting mail. I would arrive at the post office around 5:45 am and began sorting the mail for the carriers. We had to sort it by route. It took a little while to learn all the different street names and which route they went on, but doing it day after day, I learned it pretty quickly. We had two city routes and 5 rural routes. The clerks in offices like this usually do a split shift, we come in early to sort the mail and then come back in the afternoon to get all the mail ready for dispatch.

One of my other duties while working at Pleasant Hill was as a substitute City Carrier. I would carry the mail every other Saturday. I’m not much of an “outdoor” person, so this job wasn’t one of my favorite things to do. You had to carry mail in the rain, snow, hail, etc. I liked the days where it was 70 degrees and mail was light! This route was 4 miles long, so it wasn’t that bad compared to the other route, which was 18 miles. I met a lot of nice people along the route and some of them were very good to me including giving me something cold to drink on those hot days. That was so appreciated! That’s one of the nice things about the postal service; there are many, many different jobs. There is one out there for you!

I transferred in 1995 to the Greenwood MO Post Office where I also worked the window and sorted mail. This was a smaller office than Pleasant Hill; we didn’t have any city routes and only 3 rural routes. No more carrying mail! I liked that! I stayed at this post office until 2000, when I transferred to the Bates City MO Post Office. That is one of the nice things about the post office, you are able to transfer and get closer to home. Bates City was only a few miles from my home, which made it so nice. I was the only clerk in Bates City. Whenever the Postmaster was out of the office, such as on annual or meetings at the District Office, I would be the Officer In Charge or Acting Postmaster.

In October of 2003, I was fortunate to be “detailed” in the Personnel Department at the District Offices in Kansas City MO. I learned so much in that position and loved that job. I was responsible for the hiring of career and non-career employees in 700+ post offices, stations and processing plants in Kansas and Missouri. My two-year “detail” turned into 5 years! It was a very rewarding position, because I got to see the excitement on new employees faces just like I had in 1991. Rural Carrier or City Carrier Post Office Jobs – which is best for you?

You want to be a carrier in the post office, but which position is best for you?

Rural Carriers all begin their career as Rural Carrier Associates (RCA).  These positions are part-time, every Saturday and any time the regular carrier needs off work. In most offices, you will have to provide your own vehicle, in which you get paid an Equipment Maintenance Allowance (EMA) on top of the hourly wage.  The average hourly wage is $16.00 per hour.  RCA’s do not receive health benefits, but they elect to pay for their own health benefits after one year of employment.  RCA’s are eligible for annual and sick leave.  RCA’s are eligible to “bid” on regular rural carrier positions in their office when an opening is available.  Sometimes, it can take a long time to become a regular rural carrier. Once you become a Regular Rural Carrier, then you will begin receiving health benefits, annual, sick leave and can contribute to the Thrift Savings Plan.  Rural Carriers are not paid an hourly wage.  The routes are evaluated; this is determined by a yearly mail count, your pay will be based on the evaluation of the route.

In some cities/towns, the rural carrier can drive as much as 100 miles per day.  You will have to drive on the right hand side of the vehicle, so you would need an appropriate car.  Some offices provide their rural carriers with a postal vehicle, but in most cases you would need your own.  As a carrier, you are out in all types of weather; ice, snow, rain, etc. You have to be prepared for any type of weather. Rural Carriers usually spend about 2-3 hours in the office casing their mail and 4-5 hours out on the street.  Of course, every day is different; it all depends on the mail volume.  Mondays and the day after a holiday are usually high volume mail days.  If you like driving a vehicle and being outside, this is the job for you.

City Carriers for the most part, do not drive a vehicle to deliver their mail.  They may drive a postal vehicle to carry their mail and then do what is called a “Park and Loop”.  They will park the vehicle and then get out and walk for several blocks delivering the mail house to house.  One of the offices I worked in, we had two city carriers; one of them walked 18 miles a day and the other walked 4 miles a day.   You carry your mail in a mail sack that can weigh up to 40 pounds, it’s always nice to get to that last neighborhood, the mailbag is much lighter.  Being a City Carrier, you also will be working in all types of weather; snow, ice, hot, humid, etc.  You will need to be prepared for all types of inclement weather.

City Carriers have to wear a uniform and will receive a uniform allowance every year to purchase the clothes that are required.  Full-time City Carriers receive health benefits, annual, sick leave and can contribute to the Thrift Savings Plan.

The Postal Service hires City Carrier Assistants (CCA), which is a part-time position.  The average pay for a CCA is $15.00 an hour.  They are hired to work 365 days and then can be reappointed provided they are performing well.   CCA’s earn 1 hour of annual leave for every 20 hours worked.  They also qualify for health benefits after the 90-day probation.  Unlike the RCA’s, CCA’s are not eligible to bid on City Carrier positions, if a City Carrier position is posted on eCareer, CCA’s would have to apply on eCareer and compete with everyone else.
